Cho đến này, doanh nghiệp tư nhân Việt Nam vẫn phải đối mặt với những vấn đề như thiếu tiếp cận nguồn vốn, đất đai, năng lượng cũng như một thể chế hành chính công thuận lợi. Các cơ quan thuế, hải quan, vận tải, đất đai, quản lý thương mại … vẫn thường xuyên bị xem là những lực lượng đối kháng chứ không phải người cung cấp dịch vụ hỗ trợ.
