c) Tính toán mức dự phòng điện năng được sử dụng để lập kế hoạch mua dự phòng khởi động nguội, bao gồm:
- Công suất đăng ký của các tổ máy phát điện của nhà máy nhiệt điện có hợp đồng mua bán điện dài hạn hoặc hợp đồng dịch vụ dự phòng khởi động nhanh với suất sự cố tương ứng;
- Suất sự cố được xác định theo dữ liệu trước đây cho mỗi tổ máy phát điện (nếu có) hoặc theo đánh giá của Đơn vị vận hành hệ thống điện và thị trường điện cho loại máy phát đó;
- Dự báo biến động sản lượng điện năng của các nhà máy thủy điện được tính từ các dữ liệu trước đây về sản lượng điện năng thực phát hoặc dự báo căn cứ trên dữ liệu thủy văn;
- Nhu cầu điện năng được Đơn vị vận hành hệ thống điện và thị trường điện tính toán phục vụ vận hành quy định tại Chương VII Thông tư này;
- Chi phí thiếu hụt điện năng được xác định căn cứ trên sản lượng điện năng thiếu hụt tính toán, theo phương pháp thống kê (có tính đến sự biến động về sản lượng điện năng của các nhà máy thủy điện) và tính toán của Đơn vị vận hành hệ thống điện và thị trường điện về chi phí cho cắt giảm nhu cầu phụ tải ngoài dự kiến (VOLL).
