Khi lập ngân sách dự án cho hoạt động “Bảo hiểm cho cán bộ CEPHAD – mục B.1.1.2“ : CEPHAD dựa theo mức lương cơ bản của các cán bộ để tính số tiền bảo hiểm xã hội, bảo hiểm y tế, bảo hiểm thất nghiệp phải trích nộp cho Nhà Nước. Đây là mức lương tối thiểu nhất mà người lao động phải đóng theo Quy định của Luật BHXH số 71/2006/QH11 ban hành ngày 29/6/2006. Tuy nhiên cho đến thời điểm hiện nay, Luật BHXH này đã không còn phù hợp, do vậy nó đã được Quốc hội bổ sung và điều chỉnh.
Quốc hội Việt Nam đã thông qua Luật BHXH MỚI số 58/2014/QH13 ban hành ngày 20/11/2014 và có hiệu lực thi hành từ ngày 1/1/2016. Theo Luật MỚI này thì số tiền BHXH, BHYT, BHTN của người lao động phải trích nộp cho Nhà Nước sẽ được tính dựa trên mức lương thực nhận, chứ không phải theo mức lương cơ bản tối thiểu như trước đây.
Kể từ khi dự án tại xã Dân Chủ chính thức được phê duyệt ngày 25/9/2014 từ TCBMCTG và ngày 31/10/2014 từ MISEREOR thì Luật BHXH MỚI chưa được ban hành. Do vậy, căn cứ theo quy định của Luật BHXH MỚI này thì từ ngày 1/1/2016 số tiền phải trích nộp bảo hiểm cho cán bộ CEPHAD sẽ bị tăng lên như sau :

Since the project Democracy Project commune officially approved on 25.09.2014 from 31.10.2014 TCBMCTG and date from the Social Insurance Law NEW misereor yet been issued. Therefore, pursuant to the provisions of this Law on social insurance from 01/01/2016 NEW amount Insurance payment for CEPHAD staff will be increased as follows:
