Hệ thống chính sách này buộc khách hàng sử dụng điện phải trả một khoản tiền để hỗ trợ phát triển NLTT. Nhà sản xuất điện từ nguồn năng lượng tái tạo được Chính phủ cấp Green certificates, mỗi MWh được nhận 01 chứng chỉ.
Nhà cung cấp điện phải có trách nhiệm mua và trình Green certificates khi hoạt động mua bán điện. Số Green certificates (quota) mà nhà cung cấp điện phải có phụ thuộc vào lượng điện bán trong năm và có sự thay đổi hàng năm;


Vì vậy gia tăng nhu cầu về điện từ nguồn NLTT cũng như nhu cầu mua Green certificates và hình thành thị trường mua bán chứng chỉ Green certificates, khuyến khích nhà đầu tư tham gia phát triển năng lượng tái tạo.
Tiền mua chứng chỉ được nhà cung cấp tính vào giá bán điện cho người tiêu dùng. Áp dụng chính sách này chính phủ không phải bỏ tiền hỗ trợ cho phát triển NLTT, mà do khách hàng sử dụng điện chịu.
Chính sách chứng chỉ xanh (Green certificates) áp dụng rất thành công tại Thụy Điển và một số nước thuộc Châu Âu.
