Về các giải pháp và kiến nghị tại dự thảo báo cáo.

Liên quan đến các giải pháp phù hợp cho việc thực hiện lộ trình áp dụng tiêu chuẩn khí thải/nhiên liệu của Việt Nam, ngày 01/10/2014, Bộ Công Thương đã có Công Văn số 9650/BCT-TCNL báo cáo thủ tướng chính phủ về tiêu chuẩn chất lượng sản phẩm xăng dầu áp dụng cho các nhà máy lọc dầu tại Việt Nam và kiến nghị thủ tướng một số phương án thực hiện lộ trình áp dụng tiêu chuẩn khi thải/nhiên liệu của Việt Nam phù hợp với thực tế sản xuất của nhà máy trong nước. Đề nghị quý vụ tham khảo để hoàn thiện giải pháp và kiến nghị cho phù hơp.

Theo chức năng nhiệm vụ được giao, Bộ Khoa học và Công Nghệ là cơ quan chủ trì xây dựng và ban hành tiêu chuẩn và Quy chuẩn kỹ thuật quốc gia về xăng dầu. Do vậy, cần đề nghị Bộ Khoa Học và Công nghệ chủ trì , phối hợp với các bộ liên quan sớm nghiên cứu, đề xuất về lộ trình tiêu chuẩn nhiên liệu theo quy định số 49/2011/QD-TTg của thủ tướng; trong đó lưu ý lộ trình hợp lý trong việc lưu hành các loại nhiên liệu, với nhiều ngành, lĩnh vực khác nhau, cho các đối tượng sản xuất trong nước và nhập khẩu, đảm bảo tiêu thụ sản phẩm của nhà máy lọc dầu Dung Quất trong giai đoạn chưa hoàn thành việc nâng cấp như chỉ đạo của phó thủ tướng chính phủ tại thông báo số 426/TB-VPCP ngày 31/10/2014 và thông báo số 172/TB-VPCP ngày 08/07/2016 của Văn phòng chính phủ; đồng thời chủ trì công tác kiểm tra, giám sát doanh nghiệp tuân thủ quy định về tiêu chuẩn chất lượng nhiên liệu.
