Năm 2003, Bộ Chính trị Ban chấp hành Trung ương Đảng đã ban hành Nghị quyết số 28-NQ/TW ngày 16 tháng 06 năm 2003 về tiếp tục sắp xếp, đổi mới và phát triển nông, lâm trường quốc doanh; theo đó vai trò của nông, lâm trường trong thời kỳ mới là:
- Góp phần nâng cao hiệu quả sử dụng bền vững tài nguyên đất đai, tài nguyên rừng, vườn cây lâu năm và cơ sở vật chất, kỹ thuật hiện có; bảo vệ môi trường sinh thái;
- Hình thành các vùng sản xuất nông, lâm sản hàng hoá tập trung, chuyên canh, thâm canh quy mô lớn gắn với chế biến và thị trường tiêu thụ;
- Tiếp tục thực hiện hai nhóm nhiệm vụ là sản xuất, kinh doanh và nhiệm vụ công ích nhưng theo cơ chế quản lý mới, có sự phân biệt rõ nhiệm vụ kinh doanh với nhiệm vụ công ích.
- Tạo thêm việc làm, tăng thu nhập cho người lao động; góp phần xoá đói, giảm nghèo ở địa phương.
