Để các giải pháp ứng phó RRTT & BĐKH trong QHĐT có thể thực thi thì việc quản lý thực hiện QHĐT mới là yếu tố quyết định.
Quản lý xây dựng đô thị theo quy hoạch được duyệt thông qua Quy chế quản lý quy hoạch, kiến trúc đô thị (Quy chế QLĐT).
Quy chế QLĐT là công cụ đảm bảo QHĐT nói chung và lồng ghép các yếu tố RRTT nói riêng được thực hiện.
Tham vấn cộng đồng
Cộng đồng có vai trò đặc biệt quan trọng trong thực hiện QHĐT.
Cộng đồng vừa là nguồn lực xây dựng, vừa là đối tượng hưởng lợi từ QHĐT và cũng vừa là đối tượng dễ bị tổn thương nhất khi QHĐT thiếu hợp lý.
