Trong những năm gần đây, nguy cơ thiên tai nói chung và lũ lụt nói riêng có xu thế gia tăng đáng kể về tần suất xuất hiện và mức độ ảnh hưởng tại nhiều nơi trên thế giới, trong đó Việt Nam là một trong những nước chịu ảnh hưởng nặng nề nhất của hiện tượng nước biển dâng do biến đổi khí hậu toàn cầu... Việc ứng dụng lý thuyết ngẫu nhiên, phân tích độ tin cậy và phân tích rủi ro có nhiều ưu điểm để giải quyết được bài toán hệ thống và kể được sự ảnh hưởng ngẫu nhiên của các điều kiện biên. Ngoài ra, xu hướng phát triển của Việt Nam cũng như các nước có biển trên thế giới là hướng ra biển, các thành phố lớn tập trung ven biển, phát triển về tài nguyên biển, du lịch và giao thông thủy. Do đó, hệ thống đê và các công trình bảo vệ bờ có vai trò hết sức quan trọng, ngoài nhiệm vụ bảo vệ dân cư và các cơ sở hạ tầng, còn có nhiệm vụ tạo ra các địa điểm du lịch nghỉ dưỡng, cảnh quan thiên nhiên tươi đẹp, tạo ra các vùng trú ẩn cho tàu thuyền, bảo vệ cảng khi có gió bão.
