Việc huy động sự tham gia thực sự của các nhóm dễ bị tổn thương nhất trong công tác lập kế hoạch và quá trình ra quyết định vẫn còn nhiều hạn chế. Thực hiện Quyết định 1002 về QLRRTTDVCĐ sẽ thực hiện công tác đánh giá hiểm họa-TTDBTT-khả năng và QLRRTTDVCĐ trong đó chú trọng đến các nhóm dễ bị tổn thương và đây cũng sẽ là một ưu tiên của chính phủ Việt Nam trong các năm tiếp theo để đảm bảo rằng các nhóm dễ bị tổn thương và dân cư các vùng sâu vùng xa có tiếng nói nhiều hơn trong việc lập kế hoạch QLRRTT dựa vào cộng đồng, và từ đó chủ động và nhận được hỗ trợ tốt hơn trong các hoạt động phòng tránh, giảm nhẹ thiên tai và phục hồi. Việt Nam đã và đang nỗ lực trong nghiên cứu, thực thi xây dựng được các dịch vụ bảo hiểm thí điểm, hệ thống an sinh xã hội và mạng lưới bảo trợ xã hội chính thức và hiệu quả, hỗ trợ các hộ nghèo và dễ bị tổn thương nhất trong xã hội có cơ hội phục hồi sinh kế và thoát khỏi vòng luẩn quẩn nghèo đói, thảm họa thiên tai.

Mobilizing the participation of the most vulnerable groups in the planning and decision-making process is still limited.
