Theo đề nghị của Quý Cơ quan tại văn bản số 372/BQLDA-DA2 ngày 03/07/2015 (PMU) và văn bản số 664/UBND-TTPTQĐ ngày 10/07/2015 (UBND Quận Hải An), Tổng công ty xây dựng số 1- TNHH MTV (CC1) đã chuyển tiền để hỗ trợ công tác giải phóng mặt bằng cho Gói thầu CW4A. Tính đến hết ngày 08/09/2015, CC1 đã chuyển tổng cộng được số tiền 9.269.268.086 đồng cho Trung tâm phát triển quỹ đất Quận Hải An, TP. Hải Phòng. Tuy nhiên, theo số liệu từ Quý Cơ quan cung cấp, đến nay số tiền trên mới giải ngân được số tiền 4.165.310.696 đồng và mặt bằng mới bàn giao cho Nhà thầu được 597/1.001m (theo lý trình được đề xuất tại văn bản số 372/BQLDA-DA2 ngày 03/07/2015) và trên các đoạn đã bàn giao này vẫn còn rất nhiều hộ khiếu nại không bàn giao mặt bằng gây khó khăn nhiều cho CC1 trong quá trình thi công xây dựng Gói thầu.
Như vậy, tính theo thời hạn (tháng 12/2015) PMU đã đề xuất tại văn bản nêu trên chỉ còn hơn một tháng để hoàn tất công tác giải ngân và hoàn trả tiền cho CC1. Để đảm bảo hiệu quả sử dụng vốn và hỗ trợ đẩy nhanh công tác GPMB của đoạn km17+100 - Km18+101, CC1 kính đề nghị Quý Ban tiếp tục giải ngân sớm và bàn giao nốt phần mặt bằng còn lại cho chúng tôi trong tháng 11/2015, tạo điều kiện thuận lợi cho việc tổ chức thi công ngoài thực địa.
CC1 sẽ sẵn sàng tiếp tục hỗ trợ tài chính để Quý Cơ quan thực hiện công tác GPMB ở các đoạn khác để đẩy nhanh tiến độ bàn giao mặt bằng và thi công xây dựng nếu như việc thực hiện GPMB của đoạn tuyến nêu trên hoàn thành đúng như kế hoạch đã cam kết.
CC1 rất mong nhận được sự quan tâm, hỗ trợ từ Quý Cơ quan, tạo điều kiện thuận lợi để chúng tôi tiếp tục triển khai thi công tại các đoạn còn lại.
