Trước tình hình đó, ngành Hải quan đã không ngừng ứng dụng công nghệ, thiết bị hiện đại trong khai báo thủ tục và kiểm tra thông quan hàng hóa. Trong đó, việc trang bị các hệ thống máy soi container là định hướng đúng đắn, phù hợp thực tế. Lợi thế rất rõ ràng của máy soi container là công nghệ hiện đại, kiểm tra, soi chiếu không thâm nhập để phát hiện và ngăn chặn hàng lậu, hàng cấm, vũ khí, chất nổ, ... trong container một cách an toàn, nhanh chóng mà không cần mở container với thời gian thông quan và chi phí nâng hạ, vận chuyển giảm đáng kể, nâng cao chỉ số cạnh tranh cho môi trường kinh doanh và đầu tư tại Việt Nam trên trường quốc tế. Tuy nhiên, để đầu tư mua sắm hệ thống máy soi container đủ về số lượng và đảm bảo chất lượng, có công nghệ tiên tiến, hiện đại đòi hỏi cần phải có một số vốn rất lớn. Nếu nguồn vốn lấy từ ngân sách nhà nước là một nhiệm vụ rất khó khăn của ngành Hải quan; nhất là trong bối cảnh nợ công của nước ta ngày càng tăng nhanh. Do đó việc tìm ra giải pháp về nguồn vốn cho việc mua sắm trang thiết bị nói chung, máy soi container của ngành Hải quan nói riêng càng trở nên bức thiết. Trong bối cảnh nêu trên, việc cho phép tư nhân cùng tham gia đầu tư mua sắm, quản lý và vận hành máy soi container - tức là thực hiện dự án hợp tác công – tư (gọi tắt là PPP) là một giải pháp tối ưu trong giai đoạn hiện nay của ngành Hải quan.
