Các nước thành viên, trong đó có các nước đang phát triển, thừa nhận rằng tự do hoá thương mại và hệ thống thương mại đa biên trong khuôn khổ của WTO đóng góp vào sự phát triển của mỗi quốc gia. Song các thành viên cũng thừa nhận rằng, các nước đang phát triển phải thi hành những nghĩa vụ của các nước phát triển. Nói cách khác, "sân chơi" chỉ là một, "luật chơi" chỉ là một, song trình độ "cầu thủ" thì không hề ngang nhau.
Trong khi đó, hiện số thành viên của WTO là các nước đang phát triển và các nước đang trong quá trình chuyển đổi nền kinh tế chiếm hơn 3/ 4 số nước thành viên của WTO. Do đó, WTO đã đưa ra nguyên tắc này nhằm khuyến khích phát triển và cải cách kinh tế ở các nước đang phát triển và các nền kinh tế chuyển đổi bằng cách dành cho những nước này những điều kiện đối xử đặc biệt và khác biệt để đảm bảo sự tham gia sâu rộng hơn của các nước này vào hệ thống thương mại đa biên.

In other words, the "playing field" is only one, "rules of the game" just a song, "players" do not clown.Meanwhile, the number of WTO members are developing countries and countries in transition economies accounted for more than 3/4 of the country members of the WTO. Therefore, the WTO has taken this principle to encourage economic reform and development in the developing countries and the transition economies by spending for these countries the conditions for special and differential treatment to ensure the participation of these countries in the multilateral trading system.
