Nếu tôi là Tổng thống, việc tôi làm đầu tiên là đề nghị Quốc hội sửa đổi lại Hiến pháp nước CHXHCN Việt Nam về chế độ khen thưởng, đào tạo, phát triển nhân tài cũng như có chế độ đãi ngộ tương xứng cho những cá nhân, tổ chức có thành tích tốt về bảo vệ môi trường và những phát minh khoa học có tính ứng dụng cao trong cuộc sống góp phần cải thiện môi trường sống, giảm thiểu ô nhiễm môi trường. Ngoài ra nhà nước còn phải khuyến khích tinh thần và hỗ trợ ít nhiều vật chất để thật nhiều người mạnh dạn, sáng tạo trong việc nghiên cứu, tìm tòi, sáng chế công nghệ khoa học. Tạo điều kiện cử các cá nhân, tổ chức, kĩ sư ưu tú sang nước ngoài học tập để phục vụ cho hoạt động bảo vệ môi trường của đất nước.
