Đến năm 2013 là 40,231 triệu đồng tăng 9,351 triệu đồng chiếm 30.3% so với năm 2012. Nguyên nhân do việc thẩm định dự án còn gặp nhiều khó khăn. Một mặt do lực lượng cán bộ còn non trẻ, mặt khác do các doanh nghiệp báo cáo thống kê kế toán không kịp thời, không chính xác. Ngoài ra các doanh nghiệp vừa và nhỏ có nguồn vốn chủ sở hữu nhỏ trong khi nhu cầu vốn cao nên tiềm ẩn rủi ro. Chính điều đó làm cho dư nợ của thành phần này tăng cao.
