Ngày 27/12/1990, Chủ tịch nước đã ký lệnh công bố Pháp lệnh Thuế thu nhập đối với người có thu nhập cao (Income Tax on high - Income earner) và đã được ủy ban Thường vụ Quốc hội thông qua. Ðể cho phù hợp với tình hình thực tế của từng giai đoạn phát triển kinh tế- xã hội của đất nước, từ đó đến nay đã có 05 lần sửa đổi, bổ sung Pháp lệnh thuế thu nhập đối với người có thu nhập cao: lần thứ nhất vào ngày 10/3/1992, lần thứ hai vào ngày 1/6/1994, lần thứ ba vào ngày 6/2/1997, lần thứ 4 vào ngày 30/6/1999 và lần thứ năm vào ngày 13/6/2001( có hiệu lực thi hành từ ngày 1/7/2001).

On December 27, 1990, the President signed the order publicize the Ordinance on income tax for high income (Income Tax on high-Income earner), and has been Standing Committee through Congress. To conform to the actual situation of each stage of socio-economic development of the country, since then there have been 5 revisions, supplements the income tax Ordinance for high income earners: the first on 10/3/1992, the second on 1/6/1994 third, on 6 February 1997, the fourth on 30/6/1999 and the fifth on 13/6/2001 (effective from 1/7/2001).

Dated 12.27.1990, the President signed an executive order published Ordinance on Income Tax on High Income Earners (Income Tax on High - Income earner) and was commissioned by the National Assembly. To be consistent with the actual situation of each stage of socio-economic development of the country, which now has 05 amendments and supplement the Ordinance on Income Tax on High Income Earners: first on the date 03.10.1992, the second time on the day 06/01/1994, the third time on the day 06.02.1997, 06.30.1999 on June 4th and fifth on 13 / 6/2001 (with effect from the date of 07.01.2001).
