Điều 37. Hội đồng Bộ trưởng phân công một đồng chí Phó Chủ tịch Hội đồng Bộ trưởng, mỗi ngành ở Trung ương phân công một đồng chí lãnh đạo cấp phó và có một nhóm cán bộ chuyên trách gọn, nhẹ để chỉ đạo, theo dõi, giám sát, và đôn đốc việc thực hiện Quyết định này.
Các tỉnh, huyện miền núi thì đồng chí Chủ tịch Uỷ ban nhân dân trực tiếp điều hành việc thực hiện Quyết định này.
Điều 38. Quyết định này áp dụng cho tất cả các tỉnh miền núi, hải đảo, các huyện, xã miền núi thuộc các tỉnh khác của cả nước.
Các ngành Trung ương và các tỉnh, thành phố, đặc khu trực thuộc Trung ương phải tổ chức quán triệt đầy đủ và sâu sắc Quyết định này đến toàn thể cán bộ, nhân dân, và chỉ đạo thực hiện nghiêm túc.
