ở miền Bắc trước năm 1975, Để đáp ứng nhu cầu về bảo hiểm trong hoạt động ngoại thương, ngày 17/12/1964, Thủ tướng Chính phủ đã ra quyết định thành lập Công ty Bảo hiểm Việt Nam, gọi tắt là Bảo Việt. Đến ngày 15/01/1965, Bảo Việt chính thức đi vào hoạt động. Đây cũng là công ty bảo hiểm Nhà nước duy nhất đại diện cho ngành bảo hiểm Việt Nam. Từ ngày thành lập cho đến trước năm 1975, do những điều kiện khó khăn của chiến tranh, hoạt động của Bảo Việt ở miền Bắc chưa phát triển. Lúc bấy giờ, Bảo Việt chỉ có trụ sở ở Hà Nội và chi nhánh ở Hải Phòng thực hiện chủ yếu 3 nghiệp vụ: bảo hiểm hàng hóa xuất nhập khẩu, bảo hiểm thân tàu và tái bảo hiểm.
Sau khi miền Nam hoàn toàn giải phóng, Công ty Bảo hiểm và Tái bảo hiểm Việt Nam được thành lập để thực hiện tiếp trách nhiệm của các công ty cũ đối với những người được bảo hiểm muốn tiếp tục hợp đồng. Năm 1976, khi hoàn toàn thống nhất đất nước về mặt Nhà nước, công ty được chuyển thành chi nhánh của công ty bảo hiểm Việt Nam tại thành phố Hồ Chí Minh. Thời kỳ này, Bảo Việt là công ty duy nhất hoạt động kinh doanh bảo hiểm ở Việt Nam theo chế độ hạch toán kế toán kinh tế thống nhất toàn ngành. Công ty trực thuộc Bộ Tài chính, có chức năng giúp Bộ Tài chính thống nhất quản lý công tác bảo hiểm Nhà nước và trực tiếp tiến hành nghiệp vụ bảo hiểm trong cả nước. Trong giai đoạn này, ở Việt Nam, Bảo Việt độc quyền kinh doanh bảo hiểm nên các sản phẩm của Bảo Việt chưa đa dạng, chủ yếu thực hiện các nghiệp vụ bảo hiểm phi nhân thọ với khoảng 20 sản phẩm bảo hiểm.

Từ năm 1987, Việt Nam chuyển sang nền kinh tế thị trường --> Chính phủ công nhận sự cần thiết của việc san sẻ chi phí sức khỏe của người dân là điều thay thế khả thi.
Vào tháng 8.1992, chính phủ ban hành quyết định về bảo hiểm sức khỏe quốc gia về bảo hiểm y tế bắt buộc đối với người làm công tư nhân và nhà nước.
Ngày 18/12/1993, nghị định 100 CP về hoạt động kinh doanh bảo hiểm đã được Chính phủ ban hành, mở ra bước phát triển mới cho ngành bảo hiểm Việt Nam.
