Hiện tại, các Doanh nghiệp kinh doanh BĐS không quan tâm đến việc đầu tư xây dựng NƠXH nhiều bằng việc đầu tư phát triển nhà ở thương mại. Vì việc đầu tư phát triển NƠXH lợi nhuận không cao, thời gian thu hồi vốn quá dài (20 năm), việc quản lý vận hành nhà ở phức tạp, về giá bán phải được cơ quan có thẩm quyền thẩm định và phải bán đúng đối tượng.
