chính phủ Philippines cũng không công nhận “kiểm soát” của nhà thám
hiểm Cloma đối với quần đảo này, cơ sở lập luận mà các nhà lãnh đạo
Philippines đưa ra đó là quần đảo Trường Sa gần với Philiplines nhất nên
họ có quyền kiểm soát các đảo trên quần đảo này
