Thủ tướng NTD đã phê duyệt kế hoạch nâng cấp giao thông vận tải từ Nội Bài - Lào Cai chạy qua phía bắc miền núi tỉnh Lào Cai vào năm 2020 , kế hoạch cho năm 2030 với hàng hoá từ 500-550 triệu tấn và 1.2 tỷ hành khách vận chuyển mỗi năm, với mục tiêu nhằm tăng tốc độ tăng trưởng mười đến mười một phần trăm cho các ngành giao thông vận tải. Theo dự kiến rằng sẽ tăng trưởng từ 20-25 phần trăm tại Hà Nội, 5-10 phần trăm tại Hải Phòng. Hơn thế nữa nó còn có một mục tiêu là kết nối các đường sắt Bắc-Nam, Yên Viên-Phả Lại-Hạ Long-Cái Lân với các cảng biển, khu khai thác mỏ, khu công nghiệp kinh tế trọng điểm và các khu du lịch ở miền Bắc, song song đó giao thông dự kiến sẽ chiếm khoảng 85 phần trăm trong khi đó các dịch vụ đường sắt và đường hàng không dự kiến sẽ đạt khoảng 6,2 và 9,2 phần trăm
