Quân đội Pháp dần dần rút khỏi miền Nam và trao
quyền lực cho chính quyền Quốc gia Việt Nam.
Chính quyền này từ chối hiệp thương tổng tuyển cử
tự do với lý do mà Tổng thống Ngô Đình Diệm đưa
ra là: không thể có bầu cử tự do với những người
cộng sản[5]. Cuộc tổng tuyển cử tự do cho việc
thống nhất Việt Nam đã không bao giờ được tổ
chức
