Thay đổi tỉ giá: Tính đến 7/2016, tỉ giá 1EUR=24.560 VNĐ do vậy giá trị 5.980 triệu EUR tương đương 146.868,8 triệu đồng so với giá trị được phê duyệt là 135.148,0triệu đồng (tỉ giá tạm tính năm 2007- 1EUR=22.600 VNĐ).
Giá trị nộp thuế thay đổi:
Thuế Giá trị gia tăng VAT thay đổi theo giá trị đầu tư.
Chính sách ưu đãi thuế và mức thuế nhập khẩu cũng có nhiều thay đổi (Mức độ thay đổi chỉ cập nhật chính xác sau khi hoàn thành Thiết kế kỹ thuật và tổng dự toán).
