Nếu không đạt được toàn bộ các nước tham gia đàm phán TPP đều thông qua Hiệp định này thì trong vòng 2 năm kể từ ngày kí hiệp định, TPP sẽ có hiệu lực trong vòng 20 ngày kể từ khi hết thời hạn 2 năm mà có ít nhất 6 nước, chiếm nhất 85% GDP của tổng các nước tham gia đàm phán TPP (theo giá trị năm 2013), hoàn thành các thủ tục pháp lý trong thời gian này.
