Đẩy mạnh nghiên cứu xây dựng chính sách khuyến khích sản xuất, sử dụng điện từ, các loại năng lượng mới (sức gió, thủy triều, năng lượng mặt trời) nhằm tận dụng có hiệu quả tiềm năng về các nguồn năng lượng khác của Việt Nam

Do quá trình thẩm định dự án mất khá nhiều thời gian nên Chính phủ cần sớm có sự cải tiến trong khâu thẩm định dự án, chẳng hạn như làm rõ ràng các tiêu chuẩn thẩm định đánh giá, để các nhà đầu tư sớm có được Giấy phép và dự án nhanh chóng đi vào hoạt động

Chính phủ và nhà đầu tư phải thể hiện mong muốn sẵn sàng cùng chia sẻ rủi ro thì dự án mới đảm bảo thành công
