Việt Nam bắt đầu đầu tư vào Lào từ năm 1993 với dự án khai thác và chế biến thiếc. Với dự án này, Việt Nam đã tận dụng tối đa được thế mạnh tài nguyên khoáng sản của Lào.

Tiếp đó, số lượng dự án tăng dần theo các năm, chủ yếu trong lĩnh vực nông lâm nghiệp. Từ năm 1999, sau khi Nghị định 22/CP được ban hành, số lượng dự án tăng lên 1 cách nhanh chóng. Năm 2000 có 9 dự án đầu tư vào Lào, gần gấp đôi so với con số năm 1999. Trong giai đoạn 200-2005, hàng năm có từ 7 đến 10 dự án đầu tư ra nước ngoài thì số lượng dự án sang Lào chiếm khoảng 10%.
