After 10 years of negotiations, the ASEAN Economic Community (AEC) officially came into existence on December 31, 2015, the ASEAN countries put more expectation on AEC and both towards the strategy of economic development associated with the development of human resources, vocational skills. According to forecasts, by the year 2025, the AEC will generate about 14 million new jobs for workers in the community. However, these benefits will only be theoretically if the agreement on the free flow of labour migration cannot be performed. In fact, the current labor migration in the ASEAN countries is not yet popular, particularly in Vietnam, labor amounts to and is not much, this reality is not the left with the goal of AEC but also create difficulties for the region to achieve the goal of strengthening economic integration. Therefore, to get the real benefit from AEC, ASEAN countries will have to promote the shift line of skilled labor. However, according to experts of the Southeast Asia, licensing procedures, ask about education and the uncertainty about the rules of both the labor and hire workers in ASEAN is the barrier to the process of moving skilled labor in AEC smoothly. In addition, ASEAN countries currently are the differences in the education and training system. To remedy this situation, in the coming time, the countries in the region need to implement standardized processes and measures to ensure the quality of labour.
