Đồng thời, liên hệ thực tiễn tại Việt Nam, tác giả điều chỉnh các biến phù hợp với điều kiện đặc thù của ngành dịch vụ công BHXH và xây dựng thang đo sơ bộ. Sau đó, tác giả đã dùng kỹ thuật phỏng vấn sâu với 35 người sử dụng dịch vụ này nhằm tìm hiểu xem người được hỏi có hiểu đúng các biến trong thang đo, các thành phần trong thang đo có phù hợp và có phát sinh thêm thành phần nào khác. Sau khi nghiên cứu định tính, tác giả xây dựng bảng khảo sát sơ bộ và sử dụng bảng khảo sát này khảo sát thử 35 người sử dụng dịch vụ để tiếp tục hiệu chỉnh thang đo
