3.3. Phương thức cung cấp thông tin Bản đồ địa chính
Thể hiện đúng hiện trạng các thửa đất, chính xác cả về mặt địa lý và pháp lý, không nhầm lẫn về chủ sử dụng đất và loại đất.
- Chọn tỷ lệ bản đồ địa chính phù hợp với từng vùng, loại đất.
- Bản đồ địa chính phải có hệ thống tọa độ thống nhất, có phép chiếu phù hợp để các yếu tố trên bản đồ biến dạng nhỏ nhất.
- Thể hiện đầy đủ và chính xác các yếu tố như vị trí các điểm, các đường đặc trưng, diện tích các thửa đất,…
- Các yếu tố pháp lý phải được điều tra, thể hiện chuẩn xác và chặt chẽ
- Các quy định kỹ thuật đối với bản đồ địa chính phải thuận tiện cho việc sử dụng, bảo quản, cập nhật và lưu trữ.
- Sử dụng công nghệ vào trong công tác lập bản đồ cũng như quản lý và truyền đạt thông tin đất đai.
Một số phần mềm chuyên dụng: autocad, microstation, mapinfo, công nghệ webgis.
• Nhược điểm:
Chưa vận dụng tối ưu kỹ thuật công nghệ thông tin để đưa bản đồ địa chính đến gần với người dân cũng như các tổ chức kinh doanh bất động sản.
Mỗi người dân chỉ biết được sơ đồ thửa đất và các thông tin thửa đất thông qua giấy chứng nhận quyền sử dụng đất .
Hệ thống hồ sơ địa chính, đặc biệt là bản đồ địa chính chính quy chưa đầy đủ. Thiếu đồng bộ, thống nhất, độ chính xác và tin cậy không cao; hồ sơ địa chính đã được xây dựng qua nhiều giai đoạn phát triển của ngành đất đai, không đồng bộ, theo nhiều mẫu sổ khác nhau, thiếu nhiều thông tin so với yêu cầu quản lý chưa được cập nhật, chỉnh ý biến động thường xuyên sau khi cấp GCNQSDĐ. Do đó đã gây ra không ít khó khăn cho các cấp chính quyền địa phương trong thực thi thẩm quyền địa phương trong thực thi thẩm quyền quản lý tho quy định của pháp luật, đặc biệt là cấp cơ sở. nhiều vấn đề chưa được giải quyết dứt điểm và kịp thời như việc xác định nguồn gốc, môc giới, thời hạn, mục đích, chủ sử dụng đất,….trong đó, nhiều vấn đề mới lại tiếp tục phát sinh như thu hồi đất đai, giá đất, chuyển đổi nghề cho người dân có đất bị thu hồi, giải quyết các chính sách xã hội về đất đai,…
Bên cạnh đó, vẫn còn 1 số tồn tại như: các quy trình, quy phạm về đo đạc bản đồ địa chính tuy đã nhiều lần sửa đổi, bổ sung theo từng giai đoạn. nhìn chung việc ban hành chưa kịp thời, chưa đồng bộ, chưa thống nhất với các văn bản pháp luật khác có liên quan và một số quy định chưa phù hợp với thực tế xã hội.
