- Nhân sự viết tài liệu là nhân viên, nên có khả năng rủi ro cao về chất lượng
- mặc dù đã có 2 dự án NCSA (Tokyo và Nagoya) đã làm trước đó, nhưng sử dùng BSE để viết tài liệu, nên PG chưa có kinh nghiệm để sử dụng cho dự án Osaka
