Phát biểu tại buổi lễ, ông Phan Trọng Biểu cho biết, 20 suất học bổng được trao cho học sinh Trường THPT chuyên Phan Bội Châu nằm trong khuôn khổ chương trình “An sinh xã hội và phát triển cộng đồng tại tỉnh Nghệ An” do UBND tỉnh và Tổng Công ty viễn thông Mobifone ký kết vào ngày 29/9/2015.

Theo đó, trên địa bàn tỉnh Nghệ An, MobiFone sẽ có các chương trình “Trao ngàn học bổng - Thắp triệu ước mơ” (trao tặng 1.000 suất học bổng, mỗi suất trị giá 1.000.000 đồng cho 1.000 học sình nghèo vượt khó, học giỏi); “Để người nghèo không lo tiền chữa bệnh” (trao tặng 2.000 thẻ BHYT cho 500 hộ nghèo, gia đình có công với cách mạng) và chương trình “Mái ấm MobiFone” (trao tặng 5 nhà tình nghĩa, mỗi căn trị giá 80 triệu đồng cho Bà mẹ Việt Nam Anh hùng hoặc gia đình thương binh, liệt sỹ, người có công, hộ nghèo).
