3. Mở rộng kinh tế đối ngoại, hợp tác quốc tế nhằm tăng cường huy động nguồn lực trong và ngoài nước cho đầu tư cơ sở hạ tầng, phát triển kinh tế - xã hội
- Tiếp tục thúc đẩy, mở rộng các mối quan hệ giao lưu, hợp tác của tỉnh với các địa phương trong nước và ngoài nước, các tổ chức và tập đoàn kinh tế trong nước và ngoài nước. Tranh thủ nguồn lực đầu tư của Trung ương, doanh nghiệp và vốn đầu tư nước ngoài.
- Tạo điều kiện cho các thành phần kinh tế tham gia đầu tư kết cấu hạ tầng, đầu tư cho khu vực nông nghiệp, nông thôn để khai thác lợi thế của nông nghiệp, trong đó tập trung cho những sản phẩm có lợi thế và giá trị gia tăng cao.
- Đa dạng hóa các hình thức thu hút vốn đầu tư và hình thức đầu tư (BOT, BT, PPP,…) gắn với huy động tốt nội lực để xây dựng hạ tầng kinh tế - xã hội.
- Mở rộng và nâng cao hiệu quả hoạt động kinh tế đối ngoại, liên kết phát triển. Tiếp tục tăng cường các biện pháp vận động tài trợ vốn ODA, thực hiện đồng bộ, hiệu quả các giải pháp thúc đẩy giải ngân vốn ODA. Đẩy mạnh thu hút và nâng cao chất lượng các dự án đầu tư trực tiếp nước ngoài (FDI).
- Triển khai Chỉ thị số 23/CT-TTg ngày 05/8/2014 của Thủ tướng Chính phủ về xây dựng Kế hoạch đầu tư công trung hạn 5 năm 2016-2020 gắn với triển khai Luật Đầu tư công có hiệu lực từ ngày 01/01/2015.
- Các sở, ngành gắn với các Bộ, ngành Trung ương để đánh giá kết quả thực hiện Chương trình mục tiêu quốc gia giai đoạn 2011-2015 và đề xuất nhu cầu cho giai đoạn 2016-2020 với các Bộ, ngành Trung ương.
