Tăng cường hợp tác quốc tế có tầm quan trọng về phòng, chống và giảm nhẹ thiên tai. Việt Nam đã tích cực tham gia và có đóng góp vào các diễn đàn và cam kết quốc tế và khu vực về phòng chống và giảm nhẹ rủi ro thiên tai và biến đổi khí hậu như Khung hành động Hyogo, Nghị định thư Kyoto, Thỏa thuận chung Asean về hợp tác ứng phó trước thảm họa. Cộng đồng quốc tế đã giúp đỡ Việt Nam đào tạo nguồn nhân lực, chuyển giao công nghệ, kinh nghiệm, nâng cao nhận thức cộng đồng, xây dựng các mô hình trình diễn, đặc biệt là các dự án ODA giành cho các công trình phòng, chống và giảm nhẹ thiên tai, các dự án ODA không hoàn lại cho các ngành các địa phương đã đem lại hiệu quả rất thiết thực.
