5. Thuận lợi, khó khăn và định hướng phát triển trong thời gian đến:
Thuận lợi:
- Được sự quan tâm, chỉ đạo sâu sát của lãnh đạo thường trực.
- Đội ngũ cán bộ trẻ, có năng lực, nhiệt tình trong công việc.
- Có nhiều năm kinh nghiệm trong công tác hợp tác, phối hợp làm việc với các dự án phi chính phủ.
- Đội ngũ cộng tác viên có trình độ cao về chuyên môn ở nhiều mảng.
Khó khăn:
- Công tác tư vấn, hỗ trợ phát triển HTX trên địa bàn tỉnh về một số nội dung như kỹ năng quản lý điều hành, chiến lược kinh doanh còn chưa sâu, hiệu quả chưa cao:
Nguyên nhân:
+ Nguồn nhân lực của HTX còn yếu.
+ Việc tiếp cận các cơ chế chính sách hỗ trợ cho HTX từ UBND tỉnh còn hạn chế do không có vốn đối ứng và chưa xây dựng được kế hoạch chiến lược kinh doanh trong tương lai.
+ Kính phí đào tạo kỹ năng cho HTX từ ngân sách còn quá ít so với nhu cầu thực tế, hơn nữa chỉ tập trung ưu tiên cho việc tuyên truyền thành lập mới, luật HTX 2012, các cơ chế chính sách hỗ trợ của tỉnh….
+ Việc thực hiện phối hợp với các dự án phi chính phủ để tập huấn các kỹ năng quản lý và kinh doanh tuy nhiều nhưng chỉ tập trung vào đối tượng nhóm hộ và THT, trong khi có dự án hỗ trợ về đào tạo kỹ năng cho HTX nhưng đối tượng quá giàn trải đồng thời việc tiếp thu kiến thức từ phía thành viên còn hạn chế nên hiệu quả còn chưa cao.
+ Rất nhiều các HTX có nhu cầu tham quan học tập kinh nghiệm mô hình ứng dụng tiến bộ khoa học, kỹ thuật, và phương thức sản xuất mới và sản xuất kinh doanh nhưng nguồn kinh phí lại không có
