Do vậy, bên nguyên đơn đề nghị Bộ Công thương áp mức thuế tự vệ tạm thời 45% đối với phôi thép và 33% đối với sản phẩm thép dài sản xuất từ phôi thép nhập khẩu, không phân biệt nước xuất khẩu trong thời gian 200 ngày để tháo gỡ khó khăn cho nguyên đơn và đảm bảo khả năng cạnh tranh của sản phẩm phôi thép và thép dài sản xuất trong nước.

Sau khi xem xét hồ sơ, Bộ Công thương đã xác nhận đơn yêu cầu là đầy đủ và hợp lệ theo quy định của pháp luật. Bộ trưởng Bộ Công thương đã ký Quyết định số 14296/QĐ-BCT về việc điều tra áp dụng biện pháp tự vệ đối với sản phẩm phôi thép và thép dài nhập khẩu vào Việt Nam.

Theo nhận định của Hiệp hội Thép Việt Nam (VSA), quy mô ngành thép của Trung Quốc quá lớn nên buộc phải tiêu thụ bằng cách đẩy mạnh xuất khẩu và hiện tượng này không chỉ gây khó khăn cho Việt Nam mà cho cả EU…

Căn cứ vào tình hình cung cầu thép thế giới, VSA cho rằng, giá thép xây dựng trong năm 2016 sẽ khó có khả năng nhích lên, do cung đang quá dư so với cầu và quốc gia có sản lượng thép lớn như Trung Quốc vẫn đang thưc hiện các chính sách đẩy mạnh xuất khẩu. VSA cũng đề nghị doanh nghiệp thép trong nước liên kết chặt chẽ để gia tăng tính cạnh tranh, bảo vệ sản xuất trong nước trước sự xâm lấn của hàng nhập khẩu.
