PEFA framework includes a set of 28 indicators for the measurement of activity, and a framework for the report. Construction on the three outputs on the budget as discussed above, the indicator measuring the six aspects: the credibility of the budget; inclusiveness and transparency; policy-based budgeting; the ability to predict in budgetary implementation; accounting and reporting; and checking and auditing of outside. Although there is a PEFA index for corruption, but the improvements in 28 areas can help to reduce the opportunities for corruption. PEFA and other related indicators is useful because they measure the true practices, rather than perceived or prestige, and they look to the action can become direct targets of reform. The report reviews medium-term spending PER and the credit assessment and accountability of national and other tools that cover some of the way, not all included, and not in a way that allows Vietnam to monitor a meaningful way public financial management activities relating to countries comparable.
