7.2. Các phương pháp nghiên cứu
Luận án sử dụng nhóm phương pháp nghiên cứu lý luận; các phương pháp nghiên cứu thực tiễn và phương pháp sử dụng toán thống kê.
8. Các luận điểm cần bảo vệ của luận án
Đạo đức công vụ của người cán bộ, công chức được hình thành và phát triển qua một quá trình lâu dài với rất nhiều tác động ở các giai đoạn khác nhau. Đào tạo, bồi dưỡng ở trường chính trị cấp tỉnh là một quá trình, một giai đoạn có tác động mạnh mẽ đến việc rèn luyện, giáo dục đạo đức công vụ của học viên là cán bộ, công chức.
Giáo dục đạo đức công vụ cho học viên trường chính trị cấp tỉnh là quá trình giáo dục có tính đặc thù cần tác động vào các yếu tố nhận thức, ý chí và hành vi thông qua đào tạo, bồi dưỡng và các hoạt động giao lưu đa dạng của người học nhằm tạo nền tảng về nhận thức và đưa đến hành vi đạo đức công vụ đúng đắn.
Thông qua trong quá trình đào tạo, bồi dưỡng tại trường chính trị tỉnh, người học sẽ pháp triển nhận thức, ý chí và hành vi đạo đức công vụ nếu có các biện pháp tác động đến người học như: Tác động tới nhận thức của người học về đạo đức công vụ; tổ chức thực hành giải quyết các tình huống công vụ; tổ chức các phong trào thi đua, trải nghiệm thực tiễn trong quá trình học tập tại nhà trường.
9. Đóng góp mới của luận án
Hệ thống hóa và làm sâu sắc hơn cơ sở lý luận về giáo dục đạo đức công vụ cho học viên trong quá trình đào tạo, bồi dưỡng tại trường chính trị cấp tỉnh. Hệ thống được chuẩn mực đạo đức công vụ cần giáo dục cho học viên thông qua quá trình đào tạo, bồi dưỡng tại trường chính trị cấp tỉnh.
Đánh giá được thực trạng giáo dục đạo đức công vụ cho học viên trong quá trình đào tạo, bồi dưỡng tại trường chính trị cấp tỉnh khu vực miền núi phía Bắc hiện nay, làm căn cứ thực tiễn cho đề xuất biện pháp.
Đề xuất được biện pháp giáo dục đạo đức công vụ cho học viên trường chính trị cấp tỉnh khu vực miền núi phía Bắc trong quá trình đào tạo, bồi dưỡng tại nhà trường.
10. Cấu trúc của luận án: Ngoài phần mở đầu, kết luận, danh mục tài liệu tham khảo luận án gồm 3 chương và các phụ lục.
Chương 1: Cơ sở lý luận của giáo dục đạo đức công vụ cho học viên trong quá trình đào tạo, bồi dưỡng ở trường chính trị cấp tỉnh.
