- Khảo sát và lập dự án đầu tư.
- Lập các thủ tục thuê đất, thiết kế kỹ thuật các hạng mục công trình, lập tổng dự toán kinh phí thực hiện, giấy phép đầu tư và các thủ tục hành chính khác.
- Căn cứ vào thiết kế kỹ thuật và tổng dự toán, tiến hành lập hồ sơ mời thầu chọn đơn vị thi công.
