Ninh Bình là một tỉnh nằm ở phía nam đồng bằng sông Hồng, giao thông thủy, bộ thuận tiện, có tiềm năng kinh tế lớn. Tuy nhiên, bên cạnh những thuận lợi ấy, Ninh Bình cũng gặp nhiều khó khăn, thách thức. Nhiều xã ở vùng sâu, vùng xa, vùng ven biển điều kiện sản xuất, sinh hoạt còn khó khăn, trình độ dân trí thấp, tỷ lệ hộ nghèo cao. Tính đến hết năm 2010 tỷ lệ hộ nghèo vẫn ở mức 12,39%. Đến cuối giai đoạn 2011-2015 giảm 1.198 hộ nghèo tương ứng tỷ lệ 3,5% . Trung bình mỗi năm giảm được tỷ lệ hộ nghèo là 1,89%. Tuy nhiên tỷ lệ hộ tái nghèo, phát sinh nghèo hàng năm còn cao, chênh lệch mức sống giữa nhóm người giàu và người nghèo ngày càng gia tăng. Vì thế việc nghiên cứu về chính sách công tác xã hội trong giảm nghèo bền vững từ thực tiễn tại tỉnh Ninh Bình một cách hệ thống, khoa học làm cơ sở đưa ra các chính sách trợ giúp xã hội nhằm góp phần xoá đói giảm nghèo trên địa bàn tỉnh Ninh Bình.
