1. Cơ sở thực tiễn hợp tác giáo dục đại học Việt Nam Trung Quốc
Nước Cộng Hòa Nhân Dân Trung Hoa được thành lập ngày 01/10/1949 và thiết lập mối quan hệ ngoại giao với nước Việt Nam dân chủ cộng hòa ngày 18/01/1950. Từ đầu năm 1951, Trung Quốc đã tiếp nhận đào tạo lưu học sinh Việt Nam tại “ Khu học xá Nam Ninh” phù hiệu là “ Quảng Tây Nam Ninh dục tài học hiệu”, năm 1953 thành lập trường thiếu nhi Quế Lâm thuộc “dục tài học hiệu” . Năm 1958 các lớp học ở Quảng Tây kết thúc tốt đẹp với tổng số trên 3.000 lưu học sinh.
Trong số học sinh từ “ Quảng Tây Nam Ninh dục tài học hiệu” trở về Việt Nam, sau này đã có người trở thành Ủy viên Bộ Chính trị, Ủy viên Trung ương Đảng, nhiều người là Bộ trưởng, Thứ trưởng (hoặc tương đương), Tướng lĩnh trong Quân đội Nhân dân Việt Nam.
Trong những năm 1960, nhiều lưu học sinh Việt Nam được lưu học ở một số tỉnh, thành phố của Trung Quốc. Có thể nói đỉnh cao là những năm 1966 – 1972 và năm 1974 – 1978, lưu học sinh Việt Nam được học tại mấy trăm cơ sở đào tạo khắp 22 trong tổng số 31 tỉnh, thành phố trực thuộc TW và khu tự trị củaTrung Quốc. Với tổng số gần 30.000 người (chủ yếu là thực tập sinh ngắn hạn, thực tập sinh dài hạn về khoa học kỹ thuật và một số ít sinh viên đại học, tiến tu sinh nâng cao trình độ)
Sau khi quan hệ hai nước Việt Nam - Trung Quốc được bình thường hóa, từ năm 1992 quan hệ giao lưu hợp tác về giáo dục và đào tạo giữa hai nước được nối lại. Tháng 2/1993, đoàn đại biểu giáo dục Việt Nam gồm 5 người do GS. Trần Hồng Quân – Bộ trưởng Bộ giáo dục và Đào tạo sang thăm chính thức Trung Quốc. Bộ trưởng giáo dục hai nước Việt Nam - Trung Quốc đã hội đàm và ký “ Biên bản hội đàm về hợp tác giáo dục năm 1994”. Tháng 12/1993, đoàn đại biểu giáo dục Trung Quốc gồm 5 người do đồng chí Trương Thiên Bảo Thứ trưởng – Phó chủ nhiệm Ủy ban Giáo dục nhà nước Trung Quốc dẫn đầu sang thăm Việt Nam. Thứ trưởng Bộ giáo dục hai nước Việt Nam - Trung Quốc đã hội đàm và ký “ Biên bản hội đàm về hợp tác giáo dục năm 1994 -1996”. Tháng 9/1996, đoàn đại biểu giáo dục Trung Quốc gồm 5 người do đồng chí Chu Khai Hiên Bộ trưởng –Chủ nhiệm Ủy ban giáo dục nhà nước Trung Quốc dẫn đầu sang thăm Việt Nam, Bộ trưởng giáo dục hai nước đã hội đàm và ký văn bản “Thỏa thuận về giao lưu giáo dục năm 1997 -2000”. Tháng 4/2000, Bộ trưởng Nguyễn Minh Hiển dẫn đầu đoàn đại biểu giáo dục Việt Nam gồm 5 người thăm chính thức Trung Quốc. Tại đây hai bên đã ký “Thỏa thuận về giao lưu giáo dục năm 2001 - 2004”.
Trên tinh thần các thỏa thuận hợp tác giáo dục đã ký kết giữa hai nước Việt Nam và Trung Quốc, tình hình trao đổi lưu học sinh như sau:
