a. Khu công trình Thi đấu và tập luyện :
Là nơi tập trung các công trình thi đấu TDTT tầm cỡ quốc gia, các công trình nhà thi đấu phải được thiết kế đáp ứng được tất cả các tiêu chuẩn về kỹ thuật và chức năng của một khu liên hợp TDTT quốc gia. Cảnh quan khu vực một mặt gợi được sự mộc mạc, dân dã, gần gũi với văn hoá, truyền thống của người Việt nam, hình ảnh đại diện mang tính lịch sử của TP.HCM; mặt khác khu vực còn thể hiện được tính hiện đại của các công trình nhằm tạo ra một bầu không khí cuồng nhiệt cho các kỳ đại hội thể thao trong nước và quốc tế
