Hai nước cần đi vào đàm phán xây dựng hệ thống chính sách về quan hệ kinh tế song phương Việt-Trung một cách rõ ràng, theo nguyên tắc tôn trọng, bình đẳng, cùng hợp tác; cái gì dễ làm trước, khó làm sau, cái gì gây hại lớn giải quyết trước, tiềm ẩn sự bất lợi giải quyết trong tương lai, tránh gây tác hại ảnh hướng đến quan hệ tốt đẹp giữa hai bên.
Muốn giải quyết vấn đề quan hệ kinh tế bất đối xứng song phương đòi hỏi sự nỗ lực từ bàn tay hai nước cùng tham gia. Trung Quốc cần có những chính sách khuyến khích Việt Nam xuất khẩu sang Trung Quốc, tạo điều kiện dễ dàng cho doanh nghiệp Việt Nam đi sâu mở rộng mạng lưới kinh doanh xuất khẩu hàng vào Trung Quốc, có chính sách khuyến khích FDI Trung Quốc vào Việt Nam sản xuất các mặt hàng chế biến mà Trung Quốc có nhu cầu để tăng nhanh các mặt hàng xuất khẩu sang Trung Quốc. Có thực hiện tốt các giải pháp như vậy hai bên sẽ xây dựng được quan hệ Việt – Trung theo đúng phương châm, tinh thần đã đề ra: “láng giềng hữu nghị, hợp tác toàn diện, ổn định lâu dài, hướng tới tương lai”, tinh thần 4 tốt “láng giềng tốt, bạn bè tốt, đối tác tốt” nhất trí xây dựng quan hệ “đối tác chiến lược toàn diện”. Nhờ vậy mà quan hệ Việt – Trung phát triển toàn diện và đạt được nhiều thành tựu ổn định, lâu dài trong tương lai.
