f. Cách trừ chi phí bảo dưỡng công trình được xác định trên cơ sở chủ trương chung của [Bbb] áp dụng cho các tuyến Quốc lộ theo định hướng sau:
(i) Tiêu chí đánh giá mức độ đạt yêu cầu của công tác bảo dưỡng thường xuyên và thời gian khắc phục tối thiểu cho mỗi lỗi vi phạm.
(ii) Xác định mức trừ tiền: Trên cơ sở tiêu chí xác định mức độ đạt yêu cầu trong công tác duy tu, bảo dưỡng, kết quả mỗi lần kiểm tra chính thức về công tác bảo trì công trình dự án sẽ được Cơ quan nhà nước có thẩm quyền ghi lại bằng biên bản. Biên bản này sẽ ghi rõ tình trạng cụ thể và vị trí những điểm không đạt yêu cầu về bảo trì công trình. Đối với mỗi trường hợp không đạt yêu cầu, Cơ quan nhà nước sẽ xác định ngày mà Nhà đầu tư phải hoàn thành các công việc cần thiết để xử lý những nguyên nhân dẫn đến tình trạng không đạt yêu cầu.
(iii) Nếu Doanh nghiệp dự án không khắc phục các lỗi về chất lượng vào ngày theo yêu cầu thì [Bbb] sẽ xem xét trừ đi các chi phí bảo trì công trình trong Phương án tài chính và trừ đi số ngày thu phí tương ứng với số ngày chậm khắc phục.
(iv) Mức trừ tiền có thể thay đổi theo thời gian và khoản tiền trừ sẽ tăng lên mà không áp dụng mức trần cho đến khi khắc phục đạt yêu cầu.
