Thực hiện Quyết định số 60/2010/QĐ-TTg ngày 30/9/2010 của Thủ tướng Chính phủ về việc ban hành các nguyên tắc, tiêu chí và định mức phân bổ vốn đầu tư phát triển bằng nguồn ngân sách nhà nước giai đoạn 2011-2015; hàng năm Bộ Công Thương có công văn hướng dẫn các địa phương có điều kiện kinh tế- xã hội khó khăn đề xuất vốn ngân sách trung ương (ngân sách của trung ương) hỗ trợ có mục tiêu đầu tư xây dựng hạ tầng cụm công nghiệp.
