Nghiên cứu của CIEM còn cho thấy số lượng doanh nghiệp ở Việt Nam có xu hướng tăng chậm lại. Các doanh nghiệp siêu nhỏ và nhỏ chiếm tỷ trọng lớn ngày càng lớn. Tỷ trọng các doanh nghiệp vừa và lớn giảm mạnh và liên tục từ 7,88% năm 2004 xuống còn 4% năm 2013. Việc các doanh nghiệp nhỏ và siêu nhỏ chậm phát triển lên thành các doanh nghiệp vừa và lớn là một trong những nguyên nhân làm cho năng suất tăng chậm
