Phòng Kế hoạch – Tài chính có chức năng giúp giám đốc Bảo hiểm xã hội tỉnh thực hiện công tác kế hoạch và quản lý tài chính, tổ chức hạch toán, kế toán của Bảo hiểm xã hội tỉnh theo quy định của pháp luật và của Bảo hiểm xã hội Việt Nam.
Nhiệm vụ và quyền hạn :
- Chủ trì, phối hợp với các đơn vị trực thuộc BHXH tỉnh xây dựng kế hoạch và phân bổ dự toán chi quỹ BHXH, BHYT, BHTN và kinh phí chi hoạt động quản lý bộ máy đã được phê duyệt cho BHXH huyện; phối hợp với Phòng Quản lý thu xây dựng và phân bổ chi tiêu kế hoạch thu BHXH, BHYT, BHTN hàng năm; xây dựng các văn bản liên quan đến chi tiêu trong nội bộ đơn vị.
- Tổ chức cấp kinh phí chi trả cho đối tượng hưởng các chế độ BHXH, BHYT, BHTN; thực hiện cấp ứng kinh phí khám, chữa bệnh và quyết toán kinh phí khám, chữa bệnh với các cơ sở khám, chữa bệnh ký hợp đồng khám, chữa bệnh BHYT theo quy định.
- Tổ chức cấp phát và quản lý kinh phí chi hoạt động quản lý bộ máy, đầu tư xây dựng cơ bản, sửa chữa, mua sắm trang thiết bị và các nguồn kinh phí khác của BHXH tỉnh theo quy định.
- Tổng hợp đánh giá tình hình thực hiện kế hoạch tài chính: Thu, chi BHXH, BHYT, BHTN; chi quản lý bộ máy, chi đầu tư xây dựng hàng quý, năm thuộc BHXH tỉnh.
- Thẩm định quyết toán thu, chi của các BHXH huyện; thực hiện chế độ, định mức chi tiêu tài chính; quản lý, sử dụng và hạch toán, kế toán các nguồn kinh phí, tài sản theo quy định.
- Tiếp nhận khoản kinh phí từ Ngân sách Nhà nước chuyển sang để đóng, hỗ trợ cho đối tượng tham gia BHYT, BHTN.
- Ký hợp đồng trích chuyển kinh phí chăm sóc sức khỏe ban đầu với các cơ sở giao dục quốc dân.
- Hướng dẫn, kiểm tra BHXH huyện thực hiện các nghiệp vụ quản lý tài chính, hạch toán, kế toán, chi trả các chế độ BHXH, BHYT, BHTN theo quy định.
- Chủ trì, phối hợp các đơn vị nghiệp vụ thực hiên quyết toán tài chính quý, năm do Bảo hiểm xã hội tỉnh quản lý.
- Theo dõi, lưu trữ, quản lý chứng từ, sổ sách kế toán theo quy định.
- Đề xuất với cấp có thẩm quyền việc xây dựng, sửa đổi, bổ sung các văn bản quy phạm pháp luật về chế độ tài chính đối với các quỹ và cơ chế tài chính áp dụng đối với hệ thống BHXH Việt Nam.
- Phối hợp với các đơn vị nghiệp vụ liên quan thực hiện công tác thông tin, tuyên truyền, phổ biến các chế độ, chính sách, pháp luật thuộc lĩnh vực được phân công; tham gia công tác đào tạo, bồi dưỡng nghiệp vụ theo chức năng, nhiệm vụ được giao.
- Tổ chức thực hiện chương trình, kế hoạch cải cách hành chính theo chức năng, nhiệm vụ được giao; áp dụng Hệ thống quản lý chất lượng theo tiêu chuẩn TCVN ISO 9001:2008.
- Thực hiện chế độ thông tin, thống kê, báo cáo theo quy định; tham gia nghiên cứu khoa học và ứng dụng công nghệ thông tin trong hệ thống BHXH Việt Nam.
- Quản lý viên chức và tài sản của phòng theo quy định.
- Thực hiện các nhiệm vụ khác do Giám đốc BHXH tỉnh giao.
