Thật sự mong muốn giao thương, hoà đồng và học hỏi các quốc gia, dân tộc khác
trên thế giới với một sự tự tin đã trở thành một nét trong bản lĩnh truyền thống của dân tộc
Việt Nam. Năm 1905 trong phong trào Đông Du, Phan Bội Châu đã đưa khoảng 200 thanh
niên Việt Nam du học ở Nhật Bản. Sau Cách mạng Tháng Tám 1945 Chủ tịch Hồ Chí Minh
cũng mong muốn điều đó với Hoa Kỳ. Trong thư gửi Bộ trưởng ngoại giao Hoa Kỳ Giêm
Biếcnơ ngày 1-11-1945, Chủ tịch Hồ Chí Minh viết: "Nhân danh Hội văn hoá Việt Nam, tôi
xin được bày tỏ nguyện vọng của Hội, được gửi một phái đoàn khoảng năm mươi thanh
niên Việt Nam sang Mỹ với ý định một mặt thiết lập những mối quan hệ văn hoá thân thiết
với thanh niên Mỹ, và mặt khác để xúc tiến việc tiếp tục nghiên cứu về kỹ thuật, nông
nghiệp cũng như các lĩnh vực chuyên môn khác"1
. Chân thành, thẳng thắn, trung thực, vì đại
nghĩa, trọng lẽ phải là phép ứng xử của dân tộc Việt Nam. Năm 1946 trong phát triển với
Chính phủ Pháp, Chủ tịch Hồ Chí Minh từng nhấn mạnh: "Sự thành thực và sự tin cậy lẫn
nhau sẽ san phẳng được hết thảy những trở ngại... với một sự tin cậy bằng nhau, những dân
tộc tự do bình đẳng vẫn có thể giải quyết những vấn đề khó khăn nhất"2
.
Trong lịch sử, dân tộc Việt Nam đã phải nhiều lần chống sự xâm lược, thống trị và
nô dịch của các nước lớn phong kiến và tư bản, đế quốc và đều giành thắng lợi. Mỗi lần
chiến thắng, dân tộc Việt Nam đều nêu cao chủ nghĩa nhân đạo, nhân văn giữ quan hệ hoà
hiếu, thân thiện với những quốc gia, dân tộc đã từng xâm lược thống trị mình, không gây
hận thù, sẵn sàng khép lại quá khứ, hướng tới tương lai với tinh thần "làm bạn với tất cả mọi
nước dân chủ và không gây thù oán với một ai"3
.
Với lịch sử vẻ vang và bề dày văn hoá, văn minh, dân tộc Việt Nam hoàn toàn có đủ
nội lực để vươn lên xây dựng đất nước đàng hoàng hơn, to đẹp hơn, sánh vai với các cường
quốc năm châu. Nhưng một dân tộc có bản lĩnh là một dân tộc biết tự nhìn nhận mình, thấy
rõ những yếu kém của mình. Với nền kinh tế nông nghiệp, mấy ngàn năm nhưng phát triển
chậm, lạc hậu, lực lượng sản xuất thấp kém, khoa học kỹ thuật, không phát triển, sản xuất manh mún, phân tán. Nền giáo dục trong chế độ phong kiến thêm về khoa học xã hội, nhân
