Mô hình kích cầu của khối Anh - Mỹ diễn ra sau một gói cứu trợ hệ thống ngân hàng, trong đó gói cứu trợ ngành ngân hàng của Mỹ lên đến 700 tỉ đô la. Sau đó, hệ thống này mới tiến hành gói kích cầu kinh tế. Trong khi đó, mô hình của nhóm Việt Nam - Trung Quốc là không có gói hỗ trợ ngân hàng. Nguyên nhân là vì khủng hoảng tài chính không tác động trực tiếp đến nhóm ngân hàng ở Việt Nam và Trung Quốc, ngân hàng không bị thua lỗ do các khoản nợ thứ cấp và các khoản đầu tư tài chính. Khủng hoảng ở Mỹ tác động trước tiên là đe dọa sự ổn định của hệ thống tài chính, góp phần làm bất ổn kinh tế nên Mỹ phải giải quyết vấn đề này trước. Tiếp theo họ phải gia tăng tổng cầu nội địa và tạo ra việc làm mới vì tổng cầu sụt giảm là nguyên nhân khiến kinh tế Mỹ suy yếu.
