- Căn cứ Bộ Luật Dân sự số 33/2005/QH11 do Quốc hội nước Cộng hòa xã hội chủ nghĩa Việt Nam ban hành ngày 14/6/2005 và có hiệu lực từ ngày 01/01/2006;

- Căn cứ Quyết định số 265/QĐ-HHVN ngày 16/6/2016 của Tổng giám đốc Tổng công ty Hàng hải Việt Nam về việc phê duyệt đề cương nhiệm vụ, dự toán và kế hoạch lựa chọn tư vấn xây dựng chiến lược phát triển cảng của Vinalines khu vực Cái Mép - Thị Vải;
- Căn cứ Quyết định số 311/QĐ-HHVN ngày 18/7/2016 của Tổng giám đốc Tổng công ty Hàng hải Việt Nam về việc phê duyệt Hồ sơ yêu cầu và Tiêu chuẩn đánh giá gói thầu cung cấp dịch vụ tư vấn xây dựng chiến lược phát triển hệ thống cảng của Vinalines khu vực Cái Mép - Thị Vải;
- Căn cứ Quyết định số 425/QĐ-HHVN ngày 23/9/2016 của Tổng giám đốc Tổng công ty Hàng hải Việt Nam về việc phê duyệt danh sách xếp hạng nhà thầu cung cấp dịch vụ tư vấn xây dựng chiến lược phát triển hệ thống cảng của Vinalines khu vực Cái Mép - Thị Vải;
- Căn cứ Quyết định số 446/QĐ-HHVN ngày 06/10/2016 của Tổng giám đốc Tổng công ty Hàng hải Việt Nam về việc phê duyệt kết quả lựa chọn tư vấn xây dựng chiến lược phát triển cảng của Vinalines khu vực Cái Mép – Thị Vải;
