• Thứ ba, quá trình cải cách thể chế chưa đáp ứng được yêu cầu và mong đợi để thúc đẩy phát triển kinh tế, đặc biệt là vấn đề tham nhũng, hối lộ còn đang là tình trạng phổ biến tại các doanh nghiệp đối với hệ thống công quyền… Mặc dù Chính phủ Việt Nam đang nỗ lực cải cách thể chế, cải cách thủ tục hành chính nhằm cải thiện môi trường kinh doanh nhưng môi trường kinh doanh của Việt Nam vẫn được xem là yếu kém. Trong các quốc gia tham gia hoặc đang đàm phán vào TPP thì Singapore là quốc gia có thứ hạng môi trường kinh doanh cao nhất và Việt Nam có thứ hạng về môi trường kinh doanh thấp nhất.

• Third, the process of institutional reform has not met the requirements and expectations in order to promote economic development, especially the issue of corruption and bribery is still the prevailing situation in the business for bureaucracy ... Even though the Government of Vietnam is trying to reform the institutional, administrative reforms to improve the business environment but the business environment of Vietnam is still considered weak. In countries involved in TPP negotiations or the country Singapore is ranked the highest business environment and Vietnam ranked in the lowest business environment.
