Các nước tham gia TPP có xu hướng đàm phán hạn chế nhằm giữ bảo hộ đối với nông sản nội địa. Khi đó, hàng rào phi thuế quan (đặc biệt là vấn đề dịch tễ, phá giá…) sẽ trở nên phổ biến nhưng yêu cầu cao hơn về chất lượng sản phẩm, trong khi đây là điểm yếu của sản xuất nông nghiệp Việt Nam. Hàng nhập khẩu tăng, xuất khẩu không tìm được đường vào thị trường các nước sẽ khiến nông nghiệp có nguy cơ gia tăng áp lực cạnh tranh.
